Cover Block Alignment Options Missing

Quick summary

I had a user come in today where they found that they were no longer able to use the alignment options with the Cover block. I am able to replicate it when I visit their site, but I have yet to be able to replicate it on my own. I did notice that when I do add the Cover block, it appears that the "position" options disappear as soon as I add an image which you can see here: https://user-images.githubusercontent.com/51870544/206797765-028ce2b3-8975-4a0b-a1d9-45963922a122.mp4

Steps to reproduce

Go to this user's account and SU for taos-weather.com
Go to Appearance > Editor and review the Cover block to see that the Alignment options are missing

What you expected to happen

The Alignment options should still be visible based on my tests with other sites using the same theme (Blank Canvas).

What actually happened

The options are not visible and it's not clear why - it is a Simple site so plugins/third-party themes are not a culprit here.

This only happens if a cover block is a top-level block inside the site editor. I'm not sure if this is the expected behaviour. I'm still marking this as triaged, so someone else can also chime in.

User in the above thread has this update:

An update on the editor issue, today something seems to be completely broken/changed. Within the editor preview all text fonts have changed now completely different to the live site. As well as an issue with a duotone filter for an image was set to black is now being shown as white. An issue with the fonts have now all changed in the preview site editor and don’t match the live site at all, wasn’t an issue yesterday or this week, seems something changed here today. And also today the Gamesplanet logo in footer is showing white rather than black? Preview: Live Site:
