Users: Impossible to see Followers and Email Subscribers in Classic View (WP Admin)

There is no way to see Followers and Email Subscribers in the Classic View (WP Admin) as those tabs are missing completely.

Steps to reproduce

1. On a Simple Site visit WordPress.com > Users. Notice tabs: Team (that lists Admins, Editors, Authors, Contributors), Followers, Email Subscribers, Invites
2. Switch to Classic view (or visit SITEURL/wp-admin/users.php)

Only see links to All, Administrator, Editor, Author, Contributor

Context

WP Admin interface is still used by many users. It allows Bulk actions compared to Calypso. Hence managing Followers and Email Subscribers in this view can be much easier and even preferred by some users.

One example: I was testing an import of email subscribers for a user. To remove them after I had to do it one by one in Calypso, since I had no way to access list of Emil Subscribers in WP Admin.

I know @Automattic/caribou has worked on the Email Subscribers import feature, so tagging you here for visibility.
