Replicated as described - the only way to rearrange panels around the editor is to activate Classic Editor, move them around, then deactivate Classic Editor again.
Quick summary
Moving "Additional" panels via drag and drop is not possible on WordPress Editor.
Steps to reproduce
For all three scenarios, I have my additional panels as Yoast and Custom field.
Scenario 1: Both panels on the main area (underneath editor) could not drag to the right

Scenario 2: Both panels on the right sidebar, could not drag to the main area, under the editor

Scenario 3: One panel each on the main and right sidebar. We can move the panel from right to the main area, however can't move back
