I did a spot-check of various articles in various languages. The only instance I was able to identify was the one shown in the screenshot, for Privacy Configuration in Portguese (Brazil).
I hoped there would be some trend, but it seems like a one-off. I'm going to reduce the severity to Normal as it is fairly easy to work around.
I shared another example, screenshot: it applies to all languages I also checked just a few articles so I suspect there are many.

On those docs, all other languages matched their menus, and not all docs tested had English menus for the PT-BR translated doc.(Example, PTBR version of Change your Site's fonts does not present the issue).

This happens when we update the translation of a support document. The new version needs to be opened up in the editor for it to sync up the table of contents again.
Best way to resolve this is to open the support doc in the editor and save it. Or you can report it here [in the slack channel linked above] and we can do it.
If folks run into this in the future and have a moment, it'd be great to take the steps noted here to help get that table of contents synced!
