Domain Connection/Transfer: transfer upsell offered for TLDs that can't be transfered

Quick summary

After adding a domain connection subscription, we're presenting a "Transfer instead" option even for domains that can't be transferred.

Steps to reproduce

1. Add a domain connection for a domain with a TLD that can't be transfered
2. You will land on https://wordpress.com/domains/mapping/iifsdotblog.wordpress.com/setup/DOMAINNAME, which will show a "Transfer" instead option in the right sidebar

The transfer shouldn't be offered

• Replicated as described! The steps to add the connection correctly inform me that I can't transfer that TLD, but then once the domain is added, I'm prompted to transfer it.
• The page I landed on was https://wordpress.com/domains/mapping/SITEADDRESS/setup/CONNECTEDDOMAIN?firstVisit=true and I see the same domain-transfer-recommendation card
