Comment and follow notification settings in Calypso and WP Admin do not match

On at least two sites, email notification settings (In Reading ---> Discussion) for new posts and follows are different in Calypso and WP Admin.

Steps to reproduce

1. Navigate to Settings ---> Discussion default view (Calypso).
2. Check the notification settings, in particular make sure these two are enabled:
   • Email me whenever "Someone likes one of my posts"
   • Email me whenever "Someone follows my blog"
3. Switch to the Classic View of the Settings ---> Discussion screen (WP Admin).
4. Check the same settings.

What you expected to happen

The settings should be the same.

What actually happened

The settings don't match, i.e. the options are enabled in Calypso and disabled in WP Admin.

📌 REPRODUCTION RESULTS – Tested on Atomic – Replicated

📌 FINDINGS/SCREENSHOTS/VIDEO I can replicate this on a freshly AT-ed site. Interestingly, this issue might be quite sporadic as on the first attempt to replicate, I couldn't replicate the issue and it seemed like there was a delay. However, I managed to replicate the issue as shown on this screen recording.
