Update "Great progress" modal shown after publishing first post

Description

We currently show the same Great progress! modal after editing the home page in the site editor and after publishing your first post. We should update these modals to be more contextual and reflect the users place within the onboarding journey. For example, if the user has completed all the launchpad tasks, we should show a button to launch the site here.
