Feature Request: Upgrade steps to Business/Creator not clear for users; users missing out on features #89162

What

A banner or notice directing users to Settings > Hosting Configuration and explaining that it needs to be activated to use many/most Business/Creator plan features.

Why

The infrastructure and feature differences between WoA and Simple sites are not clear to users and it leads to them missing out on features such as Backups, monitoring, access to Jetpack features, etc. We have intentionally obfuscated this and it leads to users not understanding that they need to activate hosting features to get full use of Bus/Creator plans. It can also cause confusion about why site features change when a site goes Atomic when to the user's mind they have been upgraded for all along.
