Ability to disable the creation of attachment pages #90139

What

As of WordPress 6.4, attachment pages for new WordPress installations are fully disabled, on self-hosted WordPress websites. For sites here at WordPress.com, Atomic sites can achieve this using a plugin like Yoast, or via their access to their options settings via WP Admin.

For simple sites, however, there is no way to achieve this, and for many, it can be an SEO inconvenience, not to mention, the possible privacy issues, as the user referenced below:

@david-binda last time we talked about this, we had intentionally not merged the core changeset because it had the potential to cause issues on Dotcom. Have there been any further discussions about it? Who can we loop in to have that discussion?
