Post Notification Emails not sent if there is no post content #91544

Quick summary

I received a recent report from a customer in 8276008-zd-a8c regarding post notification emails not being sent out if the post contains no content and only the title.

This may be intentional since we may not want to send emails that contain no content. However, I'm reporting this in case it is a bug.

Steps to reproduce

  1. Create a new post
  2. Add a post title
  3. Leave the content of the post blank and then publish it.
  4. No notification email is sent for the post.

What you expected to happen

A post notification email to be sent

What actually happened

No post notification email is sent
