I can confirm it happens on Atomic also. The above screenshots were from Simple sites though. Here is one from the AT site as well:
I think this is not an image issue but looks like some issue with how we load thumbnails for above the fold thems and do not have a system for them to load thumbnails as we scroll.

📌 FINDINGS/SCREENSHOTS/VIDEO Even though the thumbnails generating blank/question mark varies on my end, just like @rambogenius, I noticed blank thumbnail when I viewed https://wordpress.com/themes on my Chrome mobile.
📌 ACTIONS Triaged, and assigned team T-Rex
Quick summary
On mobile I checked on Mozilla Firefox and DuckDuckGo browser, I found that when trying to scroll through theme showcase, not all theme's preview thumbnail is shown. Some have question mark on them. Screenshot:

Steps to reproduce
1) Go to themes and try to scroll themes on your site logged in mobile browser. 2) You will see some themes show their thumbnail, others show question marks.
What you expected to happen
I expected to see all images thumbnails as I scroll.
What actually happened
I saw queston mark as shared in the screenshots above.
