Copy Site - Unable to finish copying site if Creator plan is purchased via Plans page

Quick summary

During the "Copy site" flow, if you purchase the Creator plan by adding it to the cart from the Plans page, you will not be able to finish copying the site. It will keep adding the Creator plan to the cart instead.

Steps to reproduce

1. Visit the Sites page: https://wordpress.com/sites
2. Click the three dots next to an eligible site on the Creator plan.
3. Choose the “Copy site” option.
4. On the checkout page, leave the checkout and empty cart
5. Go to the "Plans" page
6. Purchase Creator plan
7. On the "My Home" screen select the "Finish setting up button".
8. The Creator plan will be added to the checkout again, instead of finishing copying the site.

To be able to continue copying the site

What actually happened

Unable to finish copying the site. The Creator plan is added to cart instead, even though the site has a Creator plan already.
