Ads Dashboard missing on Free plan site approved for WordAds #93215

Quick summary

A simple Free plan site that has been approved for WordAds is not able to view the Ads Dashboard. This prevents them from using the Ad Settings to change ad placements and the PayPal address.

Steps to reproduce

On a site already approved for Words Ads, change to the Free plan. Go to Tools > Monetize > Ads.
Notice the Ads Dashboard does not show additional links for Earnings, Payments, Settings. Instead there is a banner to invite the user to Upgrade to a paid plan.

This issue was noticed after an earnings payout was initiated. However, that is likely not related to the appearance of the banner.

To view the Ads Dashboard features, such as the Settings to manage the ad placement and PayPal email address.

What actually happened

Tools are not accessible. Unable to manage WordAds account. Support had to provide the information.

📌 REPRODUCTION RESULTS

📌 FINDINGS/SCREENSHOTS/VIDEO WordAds are only available with Premium or higher plan, and it is not possible to join the program with a Free plan. In this case, was because they had a Premium plan before with WordAds, and they had pending payments.

It will make sense that, if a user had Ads earnings, show them instead of showing the banner to upgrade.
