Some users of sites in coming soon mode might wrongly assume that "Publish" button will make publicly expose their posts or pages.

Can we rename it to something different to better reflect that posts and pages won't be public?

Just realized that @davemart-in created a similar issue a few weeks ago: https://github.com/Automattic/dotcom-forge/issues/8773, so I'm closing this one as duplicate

Well, after better reading https://github.com/Automattic/dotcom-forge/issues/8773 it seems that issue is specific to what happens after the user presses the "Publish" button.

The issue I reported is different: the user refrains from pressing that button, so they won't see the changes introduced in that issue.
