Share same visibility/dismissal status of the cookie banner across Calypso and WP Admin

Steps to reproduce

• Turn off proxy

• Open an incognito window

• Go to wordpress.com/start

• Dismiss the cookie banner

  

• Complete the signup process

• Go to wp-admin

• ❌ The cookie banner shows up again

Expected result

The cookie banner shouldn't appear in wp-admin because I already dismissed it in Calypso
