Invert logic to prevent ticket creation #94206

The logic in this conditional changed the default behaviour of the migrate message screen. We should update the code to require a query flag to prevent the ticket creation, instead of the opposite (a flag to trigger ex-default behaviour).

it's worth noting that navigating to this step will require introduction of this flag when coming from the credential collection step.
