Cover block's fixed background image is grabby/laggy on scroll on Safari #94794

Steps to reproduce

  1. Activated a Site editor compatible theme
  2. On the Home/Index template add a Cover block and inside that add your content
  3. Assign an image to the block and set it to "Fixed".
  4. Check the results across Chrome and Safari.

What you expected to happen

For the image to behave the same on all browsers on scroll.

What actually happened

Instead, on scroll the image becomes grabby/laggy.
