I'm adding this issue to the payments team inbox for consideration (so it doesn't get ignored), but PCYsg-38y-p2 explains why users are currently prevented from editing VAT details on their own, so it's not necessarily our decision to make.

If that's not possible, I thought we could allow them to enter the new VAT information. But, when they click to save the changes (we can change the wording), we can trigger an "pending review" status saying that their new data is being validated. I think this can at least, make the process less manual.

I'm sharing the following suggested by @nerdysandy: We should be able to detect many VAT info updates automatically and do manual reviews when needed. Do you think that's something we can consider, @DavidRothstein?

Can we get more information about what customers are needing this feature and why? Users typically shouldn't be changing their tax information, as it could be a vehicle for fraud. Trying to implement a monitoring system is possible but it's not a small project. However, if there is a particular use case that these users need, we might be able to better address it in another way. Whatever we choose to do we should verify with the Tax team and the Fraud team. Could you make a p2 post with the details of the customers who this would benefit and link to it here?
What
We are seeing increased support requests from users asking to get their VAT account details modified.

Why
This will allow users to edit the VAT details they already have set up on their accounts without having to contact support.
How
We can reuse the same form we use when adding details. We can also use this opportunity to ship a fix for #73817 to improve the messaging when the provided information is incorrect.
