Reader: Feeds with errors show up in recommended sites

Quick summary

When feed URLs change we sometimes end up with empty feeds, and they can show up in Reader Onboarding and Search and Discover recommended sites lists. From: https://github.com/Automattic/wp-calypso/issues/95770

Steps to reproduce

1. Search for technology in the reader.
2. If you open up all of the links in that right sidebar, a couple of them have zero recent posts showing:

What you expected to happen

No feeds to have zero posts.

What actually happened

Some feeds have zero posts.

Most (> 50%)
