Not possible to upgrade from a premium block

It's not possible to upgrade from a "premium" block. Selecting the button just de-selects the block. I wouldn't think that I could interact with a seemingly disabled block as well. I can select the buttons in the placeholder, but can't upload anything. I expect to not be able to access the upload buttons, if this block is not accessible.
