Zoom out: dragging & dropping patterns in the Page/Post editor for classic themes doesn't work.

Dragging & dropping patterns doesn’t work when there aren’t any blocks in post/page editor for a classic theme when using a WordPress.com free simple site. I cannot replicate it in Core using Playground. Here's a video showing the differences in the two experiences:

AFAIK this simple site is using Gutenberg 19.6.4, deployed today, so I'm not sure what exactly is going wrong. I replicated this across two different simple sites as well before posting this.

To replicate:

1. Activate a classic theme, like Twenty Seventeen.
2. Go to Posts > Add new.
3. Open up the Inserter > Patterns.
4. Try to drag & drop a pattern in.
5. Notice you can't.
