Stats: set usage stale time to 10 seconds

Proposed Changes

• Back end caching is removed in Jetpack, so we'd like some sort of caching on the front end. We changed to staleTime to 10 seconds.

Why are these changes being made?

• Unify with purchases staleTime

• Ensure usage endpoint is accessed ~10 seconds
