Update PULL_REQUEST_TEMPLATE.md with new checkbox for i18n

Adding a new checklist item for whether changes have been tested in other languages.

Proposed Changes

This changes the pull request template, by adding another checkbox nested below the current "string freeze" one.

We frequently come across UI elements that look wrong in ES. It could be text going beyond the line causing horizontal scroll, or shifted alignment of UI elements. This is because Spanish, Portuguese, French, and many other languages have longer concatenated words, or just words with more characters. By not checking these languages, it may look great in English, but having a horizontal scroll, or UI elements getting clipped/shifted, in other languages.

Check the markdown syntax. This change has no other changes except the PR template.
