What is a quick description of the change?

Adds functionality to read speed/angle commands from a file
Adds a flag to specify interrupt delay before running
Adds vim swap files to gitignore

Is this fixing an issue?

Were any issues created as a result of this change?

@aaaakshat , if you think it is within the scope of this PR, would you also be cool with adding a comment at the top of the amp_serial_jetson_SERIAL_TEST.cpp describing the purpose of this script?

I've added a brief comment, but I haven't personally worked with this script I don't know the full extent of it's functionality.

@ihagedo feel free to edit the comment at the start to better reflect this script's function.
