Describe the bug The robot's head assembly is no longer functioning as normal

To Reproduce run stretch_system_check.py

Pings fail for the head_pan and head_tilt

debugging in progress with hello-robot.

The issue has been localized to somewhere in the head assembly (PCB). The cables look fine.
