The xfce4-session program is responsible for the xfce4 session recovery. As described in the XFCE docs[1].

With these patches the session recovery will be disabled by default on Freepto.

NOTE: if the session recovery is enabled again and you have saved a session, xfce4-session will continue to restore it from the cache directory. The only way to fix this behavior is manually remove the cache directory ~/.cache/sessions/ as described in the XFCE docs[2]
