When a quest has 1 task, when complete this does not resolve the whole quest as complete. This causes an inconsistency in not seeing the quest as complete but the points should still be distributed.
Possible Path Forward:
Go to quest-service and add a check for a quest with 1 tasks in the case that there was no verified entry for the quest related to the specific user id found.
