chore: upgrade to storybook v7

[jordan-a-young]

This PR handles a lot of dependency upgrades

• Use Node 18 as default. Node 16 is still run in the builds for compatibility
• Update to React 18
• Update to Jest 27 (still needs to be updated further in the future)
• Update to Storybook 7
• Marked any package using axios v1 as a breaking change

I will double check the versions are properly updated with the publish:dry-run step
