[x] On Manage Organizations options, add: Is Regional Organization
[x] In the indexing of Regional Organization, set the value of Is Regional Organization to True for each regional organization added.

Create a utility function to:

[x] Scan all Community organizations (public org, innersource org, regional orgs) members if they have associated their GitHub accounts in Community Portal
[ ] If the user hasn't yet, send a notification to remind the user to login to Community Portal and associate his/her GitHub account
[x] Create a logic app to execute the function
