Missing Container Contents on Block Entity Reload #19

Steps to reproduce:

  1. Start WDL with a chest that contains contents next to you
  2. Open the chest to save the contents
  3. Move out of range of the chest so it unloads
  4. Move back in range of the chest
  5. Save capture
  6. Open WDL in SP, chest contents will be missing

I've made an attempt at resolving this: https://github.com/Avanatiker/WorldTools/commit/56223d57ad20851b0e28a38e71d4d3be149ef074

there's a couple edge cases and todo's still left but it seems to work well enough
