[Bug] [HighwayTools] Don't walk into portals #10

Sometimes HighwayTools can walk into portals and go to the overworld. Add a detection for the nether portal block and don't walk inside them.

this might be a bug if existing highways are maintained. i never encountered this bug while paving or digging new highways.
