Implement a shortcut for slow animations #519

Now that 13.0.0 will introduce slow animations, we can add a shortcut for it too.

If we can use an XPC for user defaults reading, this would be much easier. Otherwise, let's used Darwin notifications to get the state.

This will be implemented in RocketSim 12.9.7
