Network Monitor: Retain filter settings across installs #549

When an Xcode app relaunches, the filter settings are removed. This is annoying if you're debugging something consistently.

Let's also investigate storing the filters in general, based on feedback from Mohammed via mail:

I've come across another issue, though. It seems that network filters are not being saved after closing the network monitor. I'm not sure if this is by design or not, but I think it's quite important to keep them saved for the network monitoring under the app actions tab.
