IP addresses of VMs should follow a convention #25

Change so that the infrastructure (ci) machines run on a different series of IP adresses than prod and test, to make it easier to differentiate

CI 192.168.129.xxx Test 192.168.130.xxx Prod 192.168.131.xxx

Changed IP addreses in Vagrantfile and host file that is copied to vms
