Its probably good enough to have it installed on test and prod separately for now. We can save some time for download etc if we install them on a single machine(#20), but then we need to spin up a dedicated machine, which takes time...
With two production environments we need to point hem to the same DB, but that will require changing the config in petclinic.
A separate VM with two databases, one for prod and one for test, could be created, or we could designate prod1/2 as the holder of the production database.
