Plugins directory not automaticly created #101

What steps will reproduce the problem?
1. USB Loader CFG v70r50
2. Download plugins
3. The Mighty Loader isn't downloaded when the plugins directory does not exist.

What is the expected output? What do you see instead?
The plugins directory is automaticly created when it does not exists.

What version of the product are you using?
v70r50

If its a problem with GC games, what DIOS MIOS (Lite) version is used?

If an exception occurs, please attach a picture of it.

Please attach the log file if possible (system->debug->save debug).

Please attach a syscheck if possible.

Please provide any additional information below.

It should be fixed in r51
