"Video" works like "LED" (svn r41) #76

If I change Video to "PAL(50)" and Video Patch to "On" games runs with no 
changes. Only the disk Led is flashing like this on USB drive. When use DML 
Booter (or USB Loader GX) with these settings the game is successfuly patched 
to PAL50.

With other settings on PAL games (when try to patch to NTSC) is the same 
problem.

The "LED" options is always "Off".

Yes, now works as expected.
I noticed another problem, there is no option "NMM Debug" (like DML Booter r30).
