I'm struggling to pin down the issue here, but these are my observations:

HLS was mis-detecting the cradle for https://github.com/input-output-hk/ouroboros-network: haskell-language-server --print-cradle was showing a stack cradle despite there being nothing stack-related there.
Building HLS with implicit-hie < 0.1.3.0 gives the correct info.
However, both gen-hie from implicit-hie-0.1.3.0 and hie-bios give the right cradle. This is using the same build plan as the HLS that doesn't work!

The only conclusion I can come to is that implicit-hie-0.1.3.0 broke implicit-hie-cradle which is what HLS uses. But I'm generally mystified.

I can reproduce this issue. It's very odd.
