Add permalinks #2

Add permalinks to specific environs (code/input/settings). And also just to the different langs with guessable formatting.

Eg. avifs.github.io/tabl/brainfuck Or avifs.github.io/tabl#brainfuck

Use tio-api generate permalinks, maybe!

Not closed, yet! That commit does half of it. Still have to make links that contain the actual code/input/stuff. But now we have links to maneuver between langs!
