Create a smart contract-based faucet for AVO on testnet

Detail

Donators can send AVO to the smart contract
Users can call any of these methods: get1000Avo() // to succeed, the last call from that user must be at least 1 hour ago get2000Avo() // to succeed, the last call from that user must be at least 2 hours ago get5000Avo() // to succeed, the last call from that user must be at least 5 hours ago

Deliverables

Fork this repository and submit a PR with the smart contract code
Deploy the smart contract to Rinkeby

I'm not sure what the original developer intended but the parameter looks completely unused. I think it might have just been to store a message with the airdrop transaction. It doesn't do anything beyond that.
