Support for "Make Room Admin" API #282

Currently it is possible to set a user to server admin. It would be cool if we could support the Make Room Admin API in the UI in order to also give server admins admin permissions for rooms.

(You can assign me and I will look into it, as I need this feature)

I think you could add an option to the room detail page where you can search for a user and then press a button to make that user a room admin.
