@jernejk I'm not sure how to differentiate PR preview builds and the merge commits from the cache action?

For that, I'll check Cognitive Studio build pipeline. You can find it on CognitiveService.Explorer repo if you want check it yourself. It uses dev for dev deployment and main for prod deployment.
