"Open copied URL" prompt appears at unhelpful times on iPad #957

Steps to reproduce:

On an iPad with Awful open, copy a Forums URL (could be from another device if you have Continuity set up).
Drag another app open overtop of Awful, in a multitasking setup.

Expected behavior:

Awful doesn't do anything.

Observed behavior:

Awful offers to open the URL I copied.

Other notes:

Also happens when dismissing Control Center.
May be easier to reproduce with the "always offer URL on launch" tweak enabled.
