Add member multi-sig address as a treasury funder

We want to add the multi-sig address made up of all GrantShares voting members as a treasury funder address such that it can send funds to the treasury contract. One rationale behind this decision is to establish an address that can receive tokens as a kind of reimbursement from grantees. This is useful, for example, when the price of a grantee's received tokens has changed considerably in the time between voting and proposal execution and the grantee thus received a lot more funds than originally intended.
