feat: Set referrer fee by auction #216

Based on feedback from potential users, this PR makes it so sellers can configure their own referrer fee for an auction instead of having a standard fee across all auctions of a given type.

@0xJem can you take a look? I haven't updated the tests yet because I wanted to get feedback on the proposed changes first.

Looks good. I'll work through it and write tests after I'm done with the other priorities.
