API Management instances are soft-deleted and remain known to Azure for 24 hours. This feature is marked as preview by Azure, and support for purging the instances has yet not been implemented in the Azure CLI. Until they have, let's add documentation describing the issue, and let's update the documentation once Azure has released support for purging the instance using the CLI.
