[request] Need for IE9.js #217

There are a number of enhancements IE7.js ad IE8.js provided for IE6 ad IE7
respectively that we now have lost for IE8 in native mode.

Since other browsers do support it ll and we can fix it for legacy IE
versions, the one version of IE that's hardest to support is IE8. Esp. for
anything that even smells like CSS3 IE8 is an outright misery.
Sure jquery can be used to write scripts to do it, but why not have IE9.js
that brings IE8 up to par with the other browsers and at least gives us
those IE8.js added ?
