Power via USB-C PD #12

Implement a USB-C Power delivery negotiation circuit. Today USB-C PD can deliver up to 100W, whis is enough for C210 cartridges which draw up to ~60W. C245 cartridges on the other hand draw ~120W and can not be powered of such a solution (as of today).
