Have explicit switch -DENABLE_LOMIRI_FEATURES=ON|OFF #51

Currently, one can control via dependencies install in the build system, if URL Dispatcher support is compiled in or not.

This is too vague as a mechanism, we should have -DENABLE_LOMIRI_FEATURES=ON |OFF to explicitly enable / disable Lomiri (URL Dispatcher) support.
