Wanted to say here we have has hundreds of requests to change the order of the dropdown fields to City Region Country

I think most users would want this. Practically speaking I think, since this is such a unique format and function, users would not mind if region and city were read only fields, if necessary. Very few users will intuit the need to set a dependent dropdown starting at country.
